NATIONAL BARLEY IMPROVEMENT COMMITTEE (NBIC) MEETING

The meeting was called to order at 9:00 a.m. at the Quality Hotel, Arlington, Virginia, by Patrick Hayes, NBIC Chair. The following Committee members were in attendance.

Chairman Hayes welcomed NBIC members and other participants, thanking them for their efforts on behalf of barley research. After introductions of those in attendance, the NBIC addressed the following items.
 
 

North American Barley Genome Mapping Project
Steering Committee Election

Pat Hayes reminded the NBIC that it is responsible for nominating and electing North American Barley Genome Mapping Project (NABMP) Steering Committee members and that his term and those for Don Rasmusson and Brian Steffenson expire following today’s NBIC annual meeting. Don Rasmusson is not running for another term. Steering Committee members are elected to 2 year terms. A call for nominees was made to the NBIC on January 27, 1998, and seven candidates were nominated. Pat Hayes and Brian Steffenson were renominated. Also nominated were Rich Horsley, Nora Lapitan, Saghai Maroof, Gary Muehlbauer, and Ron Skadsen.

The NBIC conducted a vote and elected Pat Hayes, Rich Horsley, and Brian Steffenson.

BARLEY CROP GERMPLASM COMMITTEE (BCGC)

Mike Davis pointed out that the NBIC appoints members to the Barley Crop Germplasm Committee (BCGC) for five year terms and that the BCGC advises the USDA Agricultural Research Service on matters regarding barley germplasm.

Pat Hayes indicated that David Marshall’s term expired December 31, 1997. After consulting with Darrell Wesenberg, BCGC Chair, the NBIC Executive Committee recommends that Gary Muehlbauer, University of Minnesota, be appointed to a five year term. The NBIC confirmed this recommendation.

NBIC ELECTIONS

Mike Davis discussed NBIC terms and elections. Terms for NBIC representatives expire at the end of the year, on December 31. Due to other responsibilities, it is often difficult for the Executive Secretary to run an election in a timely manner prior to the NBIC annual meeting in March. Accordingly, the NBIC Executive Committee is recommending that terms expire immediately following the March annual meeting. This will allow the Secretary to conduct elections under a less pressured timeline and will ensure that new representatives have plenty of time to plan for their first NBIC trip to Washington, D.C.

This recommendation was approved by the NBIC.

It was pointed out that terms for Richard Horsley, Lee Jackson, and C.T. Liu expired on December 31, 1997 and that the NBIC Executive Committee has extended their terms through this meeting.

The NBIC appointed the following nominating committees to select candidates for elections to be run by the Executive Secretary.

FY99 GOALS & VISITS

Mike Davis pointed out that prior to the annual meeting the NBIC voted on carryover goals from FY98 and potential new goals suggested by NBIC members. Position papers were prepared on goals receiving majority support and were included in the FY99 Congressional Information Packet.

The packet cover letter summarizing the NBIC’s FY98 goals (attachment 1) and the informational packet were reviewed. The NBIC established strategy for USDA and Congressional visits, and reviewed the appointment schedule.

USDA AGRICULTURAL RESEARCH SERVICE (ARS)

On the morning of March 9, 1998, the NBIC met with Edward B. Knipling, Acting ARS Administrator; Judy St. John, Associate Deputy Adminstrator, Crop Production, Product Value & Safety; Franklin Flora, ARS National Program Leader, Product Quality & New Products & Processes; Charles F. Murphy, ARS National Program Leader, Grain Crops.

Dr. Knipling reviewed the FY99 budget prospects, agency priorities and organizational considerations. The NBIC reviewed its FY99 Congressional goals and discussed other agricultural research issues with the ARS administrators.
 
 

CONGRESSIONAL VISITS

Visits were made to 70 Congressional offices on March 9 - 11, 1998 by four NBIC teams. The teams reviewed NBIC goals and solicited support for NBIC objectives.
